This young man goes by the name of Hurricane Chris and he’s more or less kinda sorta locally famous-ish for his song “Halle Berry (She’s Fine). The Louisiana state house figured this was perfectly good legislative entertainment and invited Hurricane Chris to show off his skills on the chamber floor.
